1. Demand an immediate and lasting ceasefire between the Israeli government and Hamas. Stop the violence!
2. Demand an end to the siege of Gaza. Stop collective punishment and the witholding of humanitarian aid!
3. Impose a full arms embargo on Israel and stop arms and arms-related transfers. No weapons for war crimes!
4. Reject Israeli control over Palestinian land and the forced displacement of Palestinians. No to ethnic cleansing!
5. Hold perpetrators of war crimes accountable. No impunity for war criminals!
These demands are derived from the orders of the International Court of Justice (ICJ) and the International Criminal Court (ICC) and in line with demands from countless other organizations.
Depending on the situation in Gaza/Palestine, these demands might be adapted.

The Court,
Indicates the following provisional measures:
(1) The State of Israel shall, in accordance with its obligations under the
Convention on the Prevention and Punishment of the Crime of Genocide, in
relation to Palestinians in Gaza, take all measures within its power to
prevent the commission of all acts within the scope of Article II of this
Convention, in particular:
(a) killing members of the group;
(b) causing serious bodily or mental harm to members of the group;
(c) deliberately inflicting on the group conditions of life calculated to bring
about its physical destruction in whole or in part; and
(d) imposing measures intended to prevent births within the group;
(2) The State of Israel shall ensure with immediate effect that its military does
not commit any acts described in point 1 above;
(3) The State of Israel shall take all measures within its power to prevent and
punish the direct and public incitement to commit genocide in relation to
members of the Palestinian group in the Gaza Strip;
(4) The State of Israel shall take immediate and effective measures to enable
the provision of urgently needed basic services and humanitarian assistance
to address the adverse conditions of life faced by Palestinians in the Gaza
Strip;
(5) The State of Israel shall take effective measures to prevent the destruction and ensure the preservation of evidence related to allegations of acts within the scope of Article II and Article III of the Convention on the Prevention and Punishment of the Crime of Genocide against members of the Palestinian group in the Gaza Strip;
(6) The State of Israel shall submit a report to the Court on all measures taken
to give effect to this Order within one month as from the date of this Order;

1. Uphold the UN Resolution A/RES/Es-10/24 and, in the case of States Parties, support the requests of the International Criminal Court and comply with our obligations under the Rome Statute, with regards to the warrants issued on 21 November 2024; and implement the provisional measures of the International Court of Justice, issued on 26 January, 28 March, and 24 May 2024.
2. Prevent provision or transfer of arms, munitions and related equipment to Israel, in all cases where there is a clear risk that such arms and related items might be used to commit or facilitate violations of humanitarian law, international human rights law, or the prohibition on genocide, in compliance with our international obligations and consistent with the International Court of Justice Advisory Opinion of 19 July 2024 and the UN General Assembly Resolution A/RES/Es-10/24.
3. Prevent the docking of vessels at any port, if applicable, within our territorial jurisdiction, in all cases where there is a clear risk of the vessel being used to carry military fuel and weaponry to Israel, which might be used to commit or facilitate violations of humanitarian law, of international human rights law, and of the prohibition on genocide in Palestine, in keeping with states’ peremptory legal obligation to cooperate towards preventing genocide and other violations of peremptory norms by all legal measures at their disposal.
We will take further effective measures to end Israeli occupation of the State of Palestine and remove obstacles to the realisation of the right of the Palestinian people to self-determination, including the right to their independent State of Palestine.
We invite all states to take all possible actions and policies to end Israel’s occupation of the State of Palestine.
Amnesty International, Statement (July 2025)
Among the recommendations, Amnesty International is urgently calling on states to:
- Demand an immediate and lasting ceasefire in Gaza, ensure full, unimpeded access to all areas of Gaza and firmly reject Israel’s military-controlled, non-neutral aid distribution model. A principled, UN-led humanitarian response must be immediately restored, and funding for impartial humanitarian organizations must be maintained and expanded.
- End any trade or transfers that contribute to or are linked to the genocide, apartheid or the unlawful occupation. This includes in the first place banning all weapons and surveillance equipment transfers and any military assistance to Israel. States must end preferential trade agreements and cooperation deals with Israel, including the EU-Israel Trade Agreement.
- Adopt targeted sanctions against those Israeli officials most implicated in international crimes and cooperate with the International Criminal Court, including by implementing its arrest warrants.
- Commit to the reconstruction of the Gaza Strip and the rehabilitation of its people while opposing any forced displacement of Palestinians within or outside of Gaza.
- Establish mechanisms for reparations and rehabilitation of Palestinians, with Israel bearing the primary financial responsibility.
Amnesty International calls also on corporations to refuse any involvement in, or direct linkage to Israel’s unlawful actions. Corporations must ensure that they are not contributing to serious human rights violations themselves.
The organization also calls on civil society and the public at large to continue mobilizing and campaigning to demand that states abide by their legal obligations under international law and denounce companies, banks and other economic actors that contribute to or are directly linked to Israel’s violations of international law, and demand that they stop.

LIFT THE SIEGE
Blocking lifesaving assistance is not a legitimate security measure – it is a war crime. Claims of aid diversion cannot begin to justify withholding aid from over two million people. This is collective punishment. Every delay is costing lives.
DEFEND HUMANITARIAN ACTION
Reject any mechanism that instrumentalizes aid or uses humanitarian relief as a bargaining chip. Aid must be based on needs. Policies that subordinate aid to military strategy are not only cynical; they are deadly.
ACTIONS NOT WORDS
Many European governments have spoken about the appalling atrocities we see Israel perpetuate in Gaza, yet they continue sending the weapons that kill our patients and colleagues. Governments must end their complicity in this campaign of ethnic cleansing.
BOOST MEDICAL EVACUATIONS
Today, around 13,000 people, including more than 4,500 children, remain in urgent need of medical evacuation, with the right to return. Nevertheless, despite these needs and the proven capacity of the EU, only a few hundred patients have been welcomed by European member states. Member states must do more to show that solidarity isn’t just words.

Greenpeace is calling for the UK to immediately suspend the sale of weapons that might be used by the Israeli Army in Gaza and the West Bank. This is known as an export ban or arms embargo.
We’re also calling for the UK to back an international ban on the sale of weapons to all armed groups involved in the conflict including Hamas, and the release of hostages and all illegally detained prisoners.
Greenpeace is joining Amnesty International, Campaign Against the Arms Trade, and many others in speaking out on this issue.
